Development
In 1966, the Harbin Optical Instruments Factory was established, with its origins in the hardware-processing team of the Shangzhi Substation under the former Daoli Commune of Harbin. The factory undertook pilot production of the “Forest Compass,” a product in high demand on the market, thereby filling a gap in the province and earning praise and commendation from the city’s former leadership.
In 1982, with the approval of the Municipal Economic Commission, the enterprise merged with the Instrument Equipment Accessories Factory and was renamed the Local State-owned Harbin Optical Instruments Factory, while retaining the original name and institutional structure of the collectively owned Harbin City Optical Instruments Factory. This resulted in a dual-ownership operating model in which both forms of ownership functioned concurrently.
In 1985, the factory successfully developed two product series—compact theodolites and planimeters—comprising a total of 18 models, resulting in significant improvements in factory management practices and production capabilities.
In 1993, the General Corporation of Electronic Instruments appointed Comrade Shi Tiesheng as the director of the Harbin Optical Instruments Factory. At the time, the enterprise was on the brink of bankruptcy; under Comrade Shi Tiesheng’s leadership, the factory embarked on bold reforms, successfully turned the tide, and ushered in a new phase of stable development. The scale of production continued to expand, the range of products increased year by year, technical workers came to account for 60% of the total workforce, and annual output reached more than 50,000 units of geodetic surveying instruments.
In 2000, the company’s cumulative gross industrial output value reached RMB 200 million, with cumulative profits and taxes totaling RMB 50 million, making a positive contribution to China’s forestry mining and geological exploration industries.
In December 2000, in accordance with the requirements of the municipal government, the company was the first in Harbin to undergo restructuring into a share-cooperative enterprise. Since then, the enterprise has thrived, with factory space expanding to 6,000 square meters and monthly output exceeding 10,000 units; it is fully equipped with specialized machinery, standard equipment, CNC machines, and complete production lines, and new technologies and processes have been widely adopted.
In 2002, with the approval of the Municipal Science and Technology Commission, the Harbin Geodetic Instrument Engineering Technology Research and Development Center was established, creating favorable conditions for technological innovation and the R&D of high-tech products.
From 2006 to 2010, the company developed more than a dozen new products, essentially establishing an integrated opto-mechatronic R&D system and building a solid capacity for technological innovation, thereby laying a strong foundation for the company’s sustainable development.
In December 2011, the company completed the technological innovation project for the Jingwei compass instrument, achieving breakthroughs in key technologies for the optical measurement system and the automatic zeroing horizontal angle-measuring system.
In 2014, the company further deepened its reform and adopted a limited liability company structure.
From 2013 to 2015, technological innovations were made to the laser designator product, ensuring that its explosion-proof configuration, supply voltage, optical power, effective range, and beam spot drift all met the relevant national technical standards.
Harbin Optical Instruments Factory was founded in 1966 and celebrated its 50th anniversary in 2016.
In October 2017, at the ChinterGEO China Surveying and Mapping Geospatial Information Technology Equipment Exhibition held in Xiamen, newly developed products—including a laser altimeter, a forest-fire-watch directional instrument, a laser electronic compass, and a high-precision feng shui compass—were unveiled, garnering significant attention from both existing and new distributors as well as international customers.
In 2022, Harbin Optical Instruments Factory was honored as a Time-Honored Brand of Heilongjiang’s Manufacturing Industry and a Single-Champion Enterprise in Harbin’s Manufacturing Sector, among other accolades.
In January 2023, Harbin Optical Instruments Factory Co., Ltd. signed a framework agreement on institute–enterprise cooperation with the Heilongjiang Provincial Institute of Geophysical and Geochemical Exploration; in February 2023, the Provincial Forest Protection Research Institute and Harbin Optical Instruments Factory Co., Ltd. entered into a strategic development contract and jointly established an Expert Workstation for Forest Fire Prevention Equipment; and in April 2023, the Heilongjiang Provincial No. 5 Geological Exploration Institute and Harbin Optical Instruments Factory Co., Ltd. held a grand unveiling ceremony in “Har Guang” for their strategic cooperation and the establishment of the “Geological Exploration Equipment R&D Expert Workstation.”
In September 2024, the Harbin Optical Instruments Factory signed a tripartite strategic cooperation agreement with Beijing Forestry University and Beijing Dilin Weiye Company, establishing end-to-end industry–university–research–application collaborative innovation spanning hardware to software, technology to products, and R&D to application, thereby jointly advancing the development of the forestry sector.
In August 2025, during product testing at the “Xing’an First Tower” of the Huzhong Forestry Bureau in the Daxing’anling region, the next-generation 360 laser rangefinder and positioning instrument—developed independently by the Harbin Optical Instruments Factory—received high praise from leaders of the National Forestry and Grassland Administration.
